Dr. T Peter Ruane

Dr. Ruane’s 30 years as ARTBA’s chief executive is the longest leadership tenure since the association began in 1902. No wonder he was known as the “dean of transportation lobbyists.”

Ruane was a fixture in federal transportation investment policy and politics in Washington, D.C. He regularly testified at congressional hearings and provided counsel to administrations from both political parties. Total annual federal investment in the U.S. highway and transit programs grew from $16 billion when Ruane joined ARTBA in 1988 to about $60 billion annually at his 2018 retirement.

Under Ruane’s stewardship, ARTBA developed and launched the Transportation Investment Advocacy Center™ and National Work Zone Safety Information Clearinghouse™. He was pivotal in the 1996 creation of the 32-member Transportation Construction Coalition (TCC) and the 105-member Alliance for Truth in Transportation Budgeting. He also helped create the association’s Public-Private Partnerships in Transportation division.
