2026 ILDP Program
Program Highlights
- Rising leaders in the transportation construction/development sector will gain a solid understanding of industry economics.
- Explore how transportation work in the U.S. is funded and financed.
- Observe how actions by the federal government impact our industry.
- Identify how to become more politically engaged in shaping transportation policy.
- Meet with your congressional representative to discuss transportation policy in your state.
Nomination Process
- Compile Nomination Documents (Letter of Recommendation, Bio/Resume/Current Photo)
- Complete the online form (Can be for a candidate, or candidate self-submission; must include all supporting documentation in one submission)
- Deadline: Applications will be accepted on a rolling admission until Friday, March 13 by 6 p.m., Eastern.
- Selected candidates will receive an email confirmation by March 27 with instructions on how to register for the program and arrange hotel accommodations
Note: Participants in the ILDP program are also expected to attend at least one of the following events and will receive discounted registration.

The Industry Leadership Development Program (ILDP), once known as the Young Executive Development Program (YEDP), has for more than 25 years provided rising leaders in the transportation construction and development sector with a solid understanding of:
- Industry economics;
- How transportation work in the U.S. is funded and financed;
- How actions by the federal government impact the industry; and
- How they—and their company or agency—can become politically engaged to help shape transportation policy.
Nearly 800 professionals from over 200 industry firms, state contractor chapters and public agencies have completed the program. Many of them have become active volunteer leaders through the Industry Leader Development Council.
The ILDP is held annually each spring in conjunction with ARTBA’s Federal Issues Program and Transportation Construction Coalition Washington Fly-In. Participants use the opportunity to meet with their members of Congress and staffs about pending federal transportation policy and regulatory issues.
